    Light pollution mitigation, while a massive issue, careful has many solutions already.

    AZ for instance has Dark Skies Ordinances to help the astronomical observatories in the region. Lighting code that requires fully-shielded lighting fixtures that put light on target on the ground, and sets a lighting budget to encourage efficient design. It also often involves the use of specific color temperature lights that further reduce light pollution.

    Much of the light pollution in major cities is from city managed infrastructure. So while individual and business requirements may be harder to implement, all those street lights, traffic lights, etc. add up very quickly and reducing pollution from those alone makes a massive difference.
